In November 2016, with the entry into force of Legislative Decree 222, Italy’s Building Code underwent a substantial change regarding building titles. Following the reform, building activity is regulated as follows:
- Free works;
- Works subject to a certified notice of commencement (CILA);
- Works subject to a building permit;
- Works subject to a certified declaration of commencement (SCIA);
- Use of the SCIA as an alternative to the building permit.
The Building Code, introduced in June 2001 to coordinate the rules in force, sets out the fundamental and general principles and governs building activity, assigning specific tasks and roles to regional and local authorities.
To standardise procedures, it established the “one-stop building desk” (SUE or SUAPE), which is the single point of access to the public administration for building matters.
